By adjourning the session of the Federal Parliament, which has been held since Thursday, the government has submitted ordinances to the President's office in a chaotic manner. President Ramchandra Paudel, who issued two ordinances, stopped the other two and started consultation. Not only has the government been criticized in the public circle for trying to rule through decrees, the president has also been criticized for trying to exercise executive power by stopping the ordinances recommended by the government. Constitutional jurist and senior advocate Dr. Online Khabar has done this with Chandrakant Gyawali. Here is an edited excerpt of the conversation: After postponing the House of Representatives session, the government recommended one ordinance after another to the President. Some ordinances have been stopped at the President's Office. How can these events be viewed? Now the National Independent Party has a unanimous government. The government has almost two-thirds of the seats in the House of Representatives. It seems that if any law is introduced in the Federal Parliament through the House of Representatives, that bill can remain in the National Assembly for 60 days. After that, whether the National Assembly passes it or not, the House of Representatives has the power to pass it again with a majority. And that bill goes to the President for verification. Bills presented in the House of Representatives are discussed in the committee and then presented to the House for decision. The current government can pass any law through the House of Representatives. But it may take some time as the process is quite lengthy. Since the two houses and their committees are discussed, the law-making process has some problems
